Kamande Tshituala Louis is a seasoned legal professional and dedicated public servant from the Democratic Republic of Congo (DRC). A graduate in Law with a specialization in Criminology and Private Investigation, he holds a bachelor’s degree in Private and Judicial Law. His academic foundation laid the groundwork for a distinguished career in legal practice and institutional leadership.
Mr. Kamande is a registered lawyer at the Matadi Bar in the DRC, where he has demonstrated unwavering commitment to justice and legal integrity. Over the course of six years, he served as a Judicial Inspector, gaining extensive
experience in legal oversight and procedural compliance. His leadership capabilities were further exemplified during his tenure as Director of the Divine Grâce SARL firm, a position he held for four years. Concurrently, he contributed his legal expertise as Legal Advisor to Fofat for another four years, offering strategic counsel on complex legal matters.
In addition to his legal and corporate roles, Mr. Kamande has been actively involved in civil society.
He served as Secretary General of the Félix Antoine Tshisekedi Foundation for two years, where he
played a pivotal role in advancing the foundation’s mission and organizational development.
